报告简介:

The European Union has recently announced its plan to implement a carbon border adjustment mechanism (CBAM) to prevent carbon leakages due to its ambitious climate agenda. There are, however, concerns on how the CBAM can be designed in a way to be consistent with prevailing WTO trade rules and on whether its main trade partners would react in a more collaborative manner. This talk discusses the objectives of the CBAM and its design and sectoral coverage, and presents some recent modeling results on the trade and leakage effects of several alternative CABM designs.
